NATIONAL AND PROVINCIAL GOVERNMENT
National
National oversight of the project has rested primarily in the national Department of Housing, in which was vested responsibility for all the "Special Integrated Presidential Projects". That programme is no longer operational, but Mr Johan Wallis, the programme director, is available to respond to queries on national policy regarding such projects. He can be contacted at johan-w@housepta.pwv.gov.za

Provincial
The cabinet of the Western Cape Provincial Administration is responsible for the implementation of the iSLP, with the Provincial Minister of Housing, Ms Nomatyala Hangana, having prime responsibility. The Department of Housing is responsible for the overall implementation of the iSLP, as well as for the detailed management of the Housing functions, particularly on land owned by the Province. The Head of the Housing Department is Mr John Africa, and the Acting Chief Director is Mr Andreas Fourie -afourie@pawc.wcape.gov.za. The day-to-day management of the iSLP is the responsibility of the Director: Professional & Technical Services, Mr Andreas Fourie - afourie@pawc.wcape.gov.za.

Oversight of civil engineering consultants in most of the iSLP rests with Mr Niel Müller - nmuller@pawc.wcape.gov.za.

Oversight of housing architecture is the responsibility of Mr Brian Verwey -bverwey@pawc.wcape.gov.za.

The Department of Education is responsible for the provision off schools. The responsible official is Mr Nat Kaschula - nkaschula@pawc.wcape.gov.za.

The Department of Health is responsible for the provision of health facilities. The responsible official is Dr H van der Merwe - hvdmerw@pawc.wcape.gov.za.

The Department of Social Services is responsible for overseeing the iSLP early childhood programme. The responsible official is Ms Nazeema Smith - nsmith@pawc.wcape.gov.za.

The Department of Works is responsible for the design, construction and maintenance of buildings used by the Departments of Health & Education. The responsible Director is Mr Francois Joubert - fjoubert@pawc.wcape.gov.za.

LOCAL GOVERNMENT
Local government in South Africa, and within the iSLP project area, in particular, has been in a state of almost constant flux for the last 10 years. The latest change is the consolidation of 7 metropolitan sub-structures into a single City of Cape Town in December 2000 - which will take many months to be manifested in changed structures. Until then the former administrations continue, but with one central council.

Three sub-structures have been involved in the implementation of the iSLP: the administrations of Cape Town, Tygerberg and the Cape Metropolitan Council (CMC).

The following officials have been the main participants in the iSLP development process:

Housing 
The roll-over upgrading of KTC, Browns Farm, Heinz Park and Millers Camp: Mr Paul le Roux -pleroux@cct.org.za.
The development of Delft greenfields projects: Mr Herman Steyn - steynh@tygerberg.gov.za.
The financing of bulk and link infrastructure to all projects: Mr Basil Davidson -bdavidson@cmc.gov.za.

Civil Engineering Infrastructure
Policy-making and implementation: Mr Dave Hugo - Victor.Hugo@capetown.gov.za and Mr Francois van Niekerk - Francois.Van_Niekerk@capetown.gov.za.

Community facilities

COMMUNITY-BASED ORGANISATIONS
Housing
The South African Homeless Peoples Federation has a very active branch within the iSLP project area. A recommended contact is Ms Patricia Matolengwe - phone (27) 021-371-4687.

There are a number of community-based housing initiatives, which can be contacted through Mr Xolani Tshaka, Peoples Housing Project Manager in the City of Cape Town - Xolani.Tshaka@capetown.gov.za.

There are a variety of other community-based organisations. Enquiries should be directed to Ms Weziwe Dlwengu - Weziwe@calebcon.co.za.

UTILITY COMPANIES
There is only one utility company operating in the iSLP - the national electricity supply commission, ESKOM. Contact Mr Andre Kuhn - Andre.Kuhn@eskom.co.za.

NON-GOVERNMENT ORGANISATIONS
Housing
An active supporter of community-based housing initiatives, particularly of the SA Homeless Peoples Federation, is Peoples Dialogue. Contact admin@dialogue.org.za.

The Development Action Group is involved in assisting communities and in advocacy in the development field. Contact dag@dag.org.za.

Early Childhood Education
The Masibambane Consortium is a partnership of four organisations carrying out an innovative early childhood development programme in partnership with Provincial
