The iSLP is financed with grants from
the National Government Reconstruction and
Development Programme (the "RDP" funds), the Western Cape Provincial Government, the Cape Metropolitan Council ("CMC") and local authorities. Provision has also been made in the budget for contributions from "other" sources,
e.g. the private sector. The makeup of the budget is indicated in the table below:
Of these amounts the "RDP" funding has been available as required. All the other funding, however, can only be made available through the budgetary and approval process of the individual Provincial departments and local authorities involved. Thus, on the one hand, the Provincial Cabinet and municipal councils have undertaken to provide matching finance, but on the other hand the process of arranging that finance requires negotiating and lobbying with many politicians and officials in different branches of government. This has required forward planning, strategising and a great deal of flexibility in programming delivery.
