NATURE
There are 18 substantial informal settlements in the iSLP project area, whose vital statistics are given below. As has been described elsewhere (development philosophy, implementation options) it was intended that the occupants of these areas be housed in the greenfields projects, and that these areas then be upgraded (i.e. in a "roll over" manner). However, whenever occupants relocated to greenfields areas they were immediately replaced by others. There has been no settlement control by the local authority. The City has, however, installed a rudimentary level of services in most of these areas that are on municipal land, comprising water standpipes for communal use, shared toilets (using a serviced bucket system), refuse collection and basic drainage and emergency vehicle access.

Settlements on private land (Kosovo, Thabo Mbeki & Sweet Home) do not receive municipal services.

ISSUES
Now that the greenfields projects are substantially complete, and under circumstances where there is a scarcity of well-located vacant land, any upgrading will have to be on an in situ basis. Because of the densities involved, in situ upgrading will produce far smaller sites and much greater challenges re: layout, tenure, house building etc. than would a roll-over upgrading project. The City has not yet undertaken an in situ upgrading. Thus informal settlements in the iSLP remain a major source of concern within the metropole and a major development challenge.
