The preamble
explains that the iSLP is a joint initiative of
the Provincial, metropolitan and local authorities
and community organisations, with the endorsement
and financial support of national government,
"to plan and then implement strategies for
meeting the housing and associated needs of
low-income families . . . The iSLP’s primary
focus is on the communities of Crossroads and
surrounding informal settlements, with a secondary
focus on the needs of people living in the
backyards and hostels of [the long-standing
townships of] Langa, Guguletu & Nyanga who do
not have secure rights to serviced land."
The first step in the housing
process would be "to enable low-income
families to gain secure tenure to a serviced plot
of their own. The project is also designed to
assist members of communities to obtain access to
housing and other development resources and to
thereby participate in a process of incremental
and sustainable development. Furthermore, the iSLP
is committed to ensuring the best possible access
for each community within the project to the
facilities and services required to promote
health, education, welfare and employment." |
