Although a project as big as the iSLP deserves a major investment in capacity building it is clearly must be applied very selectively. The policy adopted has contained three ingredients:
- Every housing beneficiary (i.e. the beneficiaries of 20 000 units to date - probably about 40 000 people) are personally interviewed and informed about their rights and options regarding housing.
- The community representatives who are members of Project Committees are given an education in many facets of the development process through their practical involvement in all kinds of issues through the whole life of the project. It is the function of the facilitator within each Project Committee to optimise the transfer of knowledge in both directions between the community representatives and the technical consultants.
- The application of a substantial "Capacity Building" budget, amounting to R10 million. Consideration was given to the establishment of a separate legal entity, e.g. a Trust or Foundation, to manage the funds, but it was decided that rather than set up a new infrastructure with attendant costs the budget should be allocated to the Provincial Departments and local authorities that are involved in the iSLP, with a view to their creating capacity building programmes to complement or support their existing iSLP activities.
As a result funds were reserved for the municipalities of Cape Town and Tygerberg and to the Provincial departments of Health, Education, Social Services, Works and Economic Affairs. Access to these funds was conditional upon
(a) The agency demonstrating that it has expended, or is committed to expending, a matching amount on capacity building within the iSLP project area; and
(b) The submission of a comprehensive business plan to the iSLP Capacity Building Committee (on which these agencies are represented), which would then make recommendations to the Provincial Chief Director: Housing, who was authorised to approve the disbursement of funds.
